    It's not a flaw, it's how the jacket is supposed to work... if you actually use it actively. My wife has a similar system where the inner jacket zips separate from the outer jacket. You can open up the outer zipper and dump heat while the inner garment remains closed so that you are not overchilled. Works really well. I'd think once you take the time to teach your child how to use it, it will be a good feature.
